Chuuk Lagoon, previously known as Truk Lagoon, is part of Chuuk State within the Federated States of Micronesia. Truk Lagoon was considered the most formidable of all Japanese strongholds in the Pacific in World War II. Tourism, especially scuba diving among the many wrecks of Chuuk Lagoon, is the island’s main industry with live-aboard dives from the SS Thorfin and Odyssey amongst the most popular ways to see the hundreds of wrecks located in the shallow waters of the lagoon. Copra, dried coconut meat, is the only cash crop and output is relatively insignificant. Most of the inhabitants of outlying islands engage in subsistence activity only.
To advance the living condition and provide more job opportunities, Mr. Johnson S. Elimo, the Governor of Chuuk state, and Mr. Kachutosy O. Paulus, the president of Faichuk Development Authority (FDA), have reached an agreement to lease the land property to GNW. Through a serious of projects, GNW will not only construct green buildings and aquaculture, but also improve the living qualify of the island citizens.

楚克島位於加羅林群島的核心，是密克羅尼西亞聯邦的一部分，為美軍從中太平洋進攻的咽喉，處於進可攻、退可守的有利地位。另外，它還是日本所謂”絕對國防圈”鏈條上最重要的一環。戰略地位十分重要，素有”太平洋上的直布羅陀 “的美稱。
楚克島經濟發展主要為旅遊業，尤其是導覽遊客使用水肺潛水，探索當地特有的沈船，是居民的主要產業。椰子中的椰仁是島上唯一的經濟作物，但產量較少。而大部分離島的居民仍然過著傳統以物易物的生計經濟生活。
為了改善人民生活和提供更多的就業機會，楚克島總督Johnson S. Elimo和Faichuk Development Authority (FDA)的主席Kachutosy O. Paulus，提供了兩個島的建設機會給GNW公司，希望藉由GNW公司在綠能建築和箱網養殖的專長上，幫助島民提高生活水準。
